Definition -- As director of the Health and Human Services Agency of Tulare County, plans, organizes, directs, coordinates and manages the County's income maintenance, social service, health service, mental health service, substance abuse and aging programs. -- DISTINGUISHING CHARACTERISTICS This classification is in the non-competitive service of the County and, as such, is appointed by and serves at the will of the County Administrative Officer. -- SUPERVISION RECEIVED AND EXERCISED Administrative direction is provided by the County Administrative Officer and the Board of Supervisors. -- Responsibilities include the direct and indirect supervision of Health and Human Services Agency staff. -- Typical Duties -- DUTIES may include, but are not necessarily limited to: Plan, organize, direct, coordinate, and manage the programs, activities, and operations of the County's Health and Human Services Agency. Develop and implement goals, objectives, policies and procedures to maximize the efficiency and effectiveness of the various divisions and functions of the Agency. Develop, recommend, and implement plans for establishing new service programs and/or improving methods or levels of service delivery. Analyze and evaluate program results as related to goals, objectives, and policy guidelines. Direct the coordination of the Agency's programs, plans, activities, and operations between division heads. Review program funding needs, formulate budget guidelines, and control program activities within budgetary limits or policies. Direct the preparation and administration of the agency's annual budget in coordination with the County Administrative Officer and the Board of Supervisors. Recommend the annual Agency budget and capital improvements programs and present them to the Board of Supervisors. Direct the training and professional development of top level division personnel and evaluate their performance. Coordinate administrative functions between divisions, other agencies and departments. Advise the Board of Supervisors, County Administrative Officer and/or appointed Boards and Commissions on long range planning where public health, medical care, social, mental health, substance abuse, and aging services are concerned. Serve as County spokesperson and liaison with federal and state governmental agencies, various interest groups, and the public. Direct the preparation or evaluation of legislation affecting the operations of the agency and develop and advocate the County's position. Conduct executive staff meetings with division heads. Respond to the most difficult and complex complaints from federal and state agencies, governing bodies, interest groups and the public. -- Perform related duties as assigned. Current developments, principles, and methods of health and human services programs. Health and human services management and administrative procedures. Program planning, evaluation, and monitoring. Budget preparation and fiscal management. Principles of grant administration and public funding sources. Research methods and techniques. Personnel management practices and procedures. Community needs and resources in the areas of health and human services. -- Skill/Ability to: Plan, organize, direct, coordinate, and manage the programs,. activities, and operations of the County's Health and Human Services Agency. Develop, implement, interpret and assess agency policies, procedures, goals and objectives. Interpret and evaluate health and human service programs. Plan, direct, coordinate and evaluate the work of others. Present and direct in-service training programs. Analyze problems and adopt an effective course of action. Organize intra-departmental operations. Maintain and compile records. Prepare, justify, implement and administer the agency's budget. Establish and maintain effective working relationships with agency staff; governmental and legislative agencies, boards, and commissions; community organizations and the general public. Prepare and present clear and comprehensive written and oral reports. Make presentations to various interest groups and governing bodies. -- Education and Experience: Any combination of education and experience that could likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be: -- Education: Graduation from an accredited college or university with a master's degree in health administration or public administration. -- Experience: Five years of executive management experience in a large and complex organization providing income maintenance, social, health, mental health, substance abuse and/or aging services. -- LICENSE OR CERTIFICATE Possession of, or ability to obtain, an appropriate, valid California driver's license.
